摘要
高等教育管理体制改革是一项复杂的教育活动 ,它涉及教育行政管理体制和高校内部管理体制的许多方面。就我国高等教育管理体制而言 ,教育行政管理体制上政府对高校的管理理念、管理模式陈旧 ,高校办学自主权缺乏 ;高校内部管理体制上学校领导自主权的“外控” ,党政权力的扩张和难监督 ,党、政、学关系未能得到有效理顺 ,人事管理体制落后等。对此 ,文章提出了一些解决的策略。
Administrative system reform of higher education is a complex educational activity and relates to a lot of aspects. As far as administrative system of higher education in China is concerned, macroscopic level of administrative system has some problems, such as timeworn management idea, dated management mode, absence of independent power for running a school. The problems in internal administrative system are as follows: inhibition of university autonomy; overuse of administrative power which is hard to supervise; unfavorable relations among party power, administrative power and academic power; and demoded personnel system. Aiming to the problems above, some countermeasures are put forward.
