摘要
保障基本药物制度的顺利实施,建立科学的补偿机制非常重要。新的补偿机制的进步之处是:政府增加投入,并规定各级财政的责任;补偿范围广泛;补偿方式多元化。进一步探索基层医疗机构补偿机制的方向是:完善基层医疗机构成本核算,降低财政资金风险;建立科学的绩效考核指标,提高财政资金的使用效率;合理地调整医疗服务收费价格。
To protect the implementation of the Essentic Medicine System, one of the very important systematic projects is the establishment of scientific compensation mechanisms. This paper summarizes the progress of the new compensation mechanism than before： increasing the government＇s input, and providing all levels of government financial responsibility; the wide scope of compensation;diversification of the way of compensation~ And explicit directios for further improvement in the future： improving cost accounting of primary health care institutions in order to reduce the risk of financial funds; establishing science performance index to improve the efficiency of funds; adjusting the charges for medical services prices reasonably.
