摘要
目的:了解黑龙省5市社区卫生服务中心运营情况,探讨社区卫生服务中心现存运营问题并提出合理化建议。方法:对黑龙江省50所社区卫生服务中心进行问卷调查,调查结果采用SPSS18.0统计学软件进行分析与处理。结果:从社区筹资形式看,筹资方式趋于多样化,但仍以政府投资为主导;从业务用房情况看,政府和企业提供房屋来源为主要渠道;从人力资源配备看,配比结构合理,医生护士比已达到1∶1标准;从基本药物目录执行情况看,各社区均统一执行基本药物目录,但仍存在药物短缺及配送周期长等问题,难以满足就诊需求。结论:该省社区卫生服务中心基础设施、人力资源配备合理,财务收支平衡,总体运营情况良好,基本能够满足社区卫生服务需求,但在药物短缺及配送、社区优秀医疗团队建设等方面存在问题,需进一步管理与规划社区未来发展。
Objective ： To know about the operation status of community health service centers in five cities of Heilongjiang Province. In order to find out the existing problems in operation and put forward reasonable proposal. Methods： Made a questionnaire survey of 50 community health service centers in Heilongjiang Province. The survey results was used the SPSS 18.0 Statistical Software to do the analysis and processing. Results ：The forms of financing in communities were diversification. But the investment was still dominated by the government. From the working housing situation, we can see that the government and enterprises to provide the housing resource for the main channel. The structure of human resources in community was rational with doctors and nurses and the proportion reached the standard of 1 ： 1. In the Essential Drug List and the community drug directory there still existed some problems in drug shortage and long delivery cycle. It was difficulty to meet the medical needs. Conclusion： In this province, the infrastructure of community health service center, reasonable allocation of human resources, finance is overall operating in good condition. Basieally meet the needs of community health services in this province. But there still exist some problems in drug shortages and distribution as well as building of community＇s excellent medical team. All above problems need further management and planning for community development in the future.
