摘要
基于城乡道路客运一体化影响因素,建立了城乡道路客运一体化发展能力的指标体系,给出了各评价指标的具体量化方式,提出了基于数据包络分析(DEA)的城乡道路客运一体化发展能力评价方法,讨论了发展能力与DEA评价值的对应关系。结合A、B、C、D及E 5市交通现状,运用C2R模型,对5市道路客运一体化的发展能力进行分析与评价。结果表明:B城市具有较好的一体化发展能力;A、C、D、E 4城市一体化发展有待提高与完善。可见,DEA方法能较好地评价城乡道路客运一体化发展水平,从而为发展城乡道路客运一体化提供参考依据。
The paper constructed an index system for development capability of urban and rural highway passenger integration based on its influencing factors, defined a specific quantitative mode of each evaluation index, put forward a kind of evaluation method of development capability of the integration based on data envelopment analysis （DEA）, and discussed the relation between the development capability and the appraisal value of DEA. Combining with the traffic situation of A, B, C, D, and E cities, the paper discussed the development capability of urban and rural road passenger transport integration based on CER model. The result shows that （1） city B has a good integration development capability; （2） the integration development capability of cities of A, C, D, and E should be improved. DEA can do well in evaluating the integration level of the development capability, and provide a reference for developing urban and rural highway passenger transport integration.
