摘要
中央、地方政府、民众三者在村民自治的决策过程中发挥了各自的作用,文章运用崔之元博士提出的三层分析,结合村民自治的实践对此进行了研究。在这一基础上,作者认为,现阶段要优化中国的决策,须建立一套上述三者健康互动的良性机制。
With the analysis on the history of villagers' self -govemment and the functions of the central government, local govemment and the people, this paper applies three - level analysis, model, proposed by Dr. Zhiyuan Cui in research on Chinese decision -, making proceduer, Based on this wide and deep study, author suggests that it isnecessary to establish virtuous relations of interaction among above three leveis in order to improve Chinese decision - making.
