摘要
中国的改革经历了20多年,有一现象很值得关注,即许多突破性的进展常常是在体制最薄弱的环节发生。90年代初期,吉林省梨树县平安村的农民在民主政治进程中发明了海选方式,为中国农村权威基础的重置提供了杠杆。它使村干部的合法性不再来自上级政府,而源于普通的村民。本文对这一海选过程作了实证性的资料调查。
Over the past two decades of reform, it is noticeable that many breakthroughs takes place ar the weakest joints of the old structure.In the early 90s, the fanners in China' s northern villages invented a new kind of election called sea election' which is characterized by its grassroot democra-cy. This paper comes out of the field research on 'sea elec-tion'.
