摘要
在中国的供给主导型制度变迁模式中,村民对村民自治的迫切需求很难诱发实际的制度变迁。即使出现了村民的自发性制度变迁,也有赖于政府的承认和促进。本文认为,要走出目前村民自治的发展困境,关键在于限制基层政府对乡村的行政介入,改变村级组织的权力授予方式,中国农村要走强制性制度创新之路。
In China, where political changes are always enforced from top authority downwards, grassroots outcry for institutional change can easily be blown in the wind -unless the government pays heed to it and gives endorsement. Aceording to this paper, the development of village autonomy should imply the significant change in authority origination and the limitation of government intervention.
