摘要
科研评估是英国高等教育质量保障体系的重要组成部分,推动了英国大学获得更高的世界声誉。它所开创的将评估结果与科研竞争性拨款相结合的模式,成为世界教育评估的典型。通过回顾英国大学科研评估(RAE)的发展历程,探究其改革的深层原因,在此基础上对即将实施的科研卓越框架(REF)展开分析,借鉴英国经验,指出我国开展科研评估工作应树立多元评估理念,引导特色学科发展,引入学科竞争机制,加强中介评价组织建设,完善利益相关者参与评估机制等。
Research assessment, as an important part of quality guarantee system in British higher education, aids British universities in gaining higher reputation in the world. The model, which combines assessment results with scientific research funding, has become a classic evaluation model in the educational circles. Through a review of the development course of Research Assessment Exercise （RAE）, the causes of research assessment reform are explored, based on which the Research Excellence Framework （REF） is analyzed with an aim to drawing lessons from British successful experience. It is pointed out that China should establish a multiple assessment concept, guide the development of characteristic disciplines, introduce subject competition systems, strengthen the construction of intermediary evaluation organizations, and improve the assessment participation mechanisms for stakeholders concerned.
