摘要
应用基尼系数的思想及相应方法对湖南省群众体育发展所需要的人力、物质、经费、信息等资源配置的公平性进行实证分析。结果表明:湖南群众体育公共财政投入和社会体育指导员配置处于不公平状态,长株潭地区人均资源配置量明显高于其他地区;体育文化室配置处于相对公平状态,但重量而不重质,城乡差异显著;体育场(馆)面积配置处于低数量级的比较公平状态。重塑政府职能,全面树立公平配置意识;整合利益诉求,积极完善公平配置制度;汇聚社会力量,多方筹集公平配置资金;及时调整结构,不断提高公平配置效率是促进湖南群众体育公平配置的重要举措。
This paper studies the equity of Hunan mass sports resources allocation such as manpower,matter, funds, information based on application of Gini coefficient. The result showed that public propertyand social sports instructor are unfair state, the per capita resource allocation of Changsha, Zhuzhou and Xiangtan is higher than that of other areas; the sports culture room is impartial state relatively, but people attached great importance to quantity and urban and rural difference is significant ; the sports field is impartial state on a low number of magnitude. There is a necessity to establish consciousness, perfect regulation, raise funds and improve efficiency as the countermeasures for fair allocation.
