摘要
目的:分析国家基本药物采购配送机制构建情况及实施现状,为国家完善相关政策提供依据。方法:通过抽样调查,对26省省级调研数据和629家基层医疗卫生机构调研数据进行描述性统计分析。结果:总结了构建国家基本药物采购配送机制取得的成效及存在的主要问题。结论:样本地区国家基本药物采购配送工作取得了明显成效,但仍存在许多问题。建议政府加大特殊药品生产供应的扶持力度,进一步完善基本药物招标采购办法,保障基本药物质量与稳定供应,并在突发事件急诊抢救和上级医院转诊患者就诊时适当放宽用药品种范围。
Objective： To analyze the framework building and current implementalion status of centralized bidding and purchasing of Natiunal Essential Medicine System to provide a reference for national policy-making. Methods： Conducting a sample survey in 26 provinces and 629 basic medical inslitulions to take descriptive statistical analysis, Results： Summarizing the main progresses and prublems in the framework buihting of centralized bidding and purchasing of Naliol,al Essential Medicine System. Conclusion： The centralized bidding and purchasing hi＇ Nalional Essential Medicine System have made obvious progress in sample areas, but problems still existed. It is suggested that we shouht euforee the support to the production and supply of special medicine, further impn）ve the bidiug procurement procedure to ensure the quality and stable supply. The category of drugs may be haudled flexibly in the treatment of emergency and patients with higher hospital referral.
