摘要
根据量表研制的理论与方法,通过文献调研、专家访谈、群众座谈和开放式问卷调查,从协调社会关系、规范社会行为、解决社会问题、化解社会矛盾、促进社会公正、应对社会风险和保持社会稳定等七个方面,初始编制了包含70项条目的中国地方政府社会管理绩效测评量表条目体系;运用隶属度分析、鉴别力分析和相关分析对量表条目进行实证筛选,最终形成了包括50项条目的中国地方政府社会管理绩效测评量表;通过对浙江省舟山市1300名群众进行施测,统计分析结果表明,该量表具有良好的信度和效度及较强的可操作性,可以作为考量我国地方政府社会管理绩效的有效工具。
According to the theory and method of scale development, an assessment scale system of social management performance of local governments in China is preliminarily developed based on documentary survey, expert Interview, masses discussion, open ques- tionnaire survey. Seventy items from some seven aspects -coordinating social relations, regulating social behaviors ,solving social prob- lems, relieving social conflicts, promoting social justice, replying to social risks, maintaining social stability are taken into consideration. Through the analysis of membership degree, correlation, and discernment,30 items are selected to establish the final assessment scale of social management performance of local governments in China. Testing on 1300 citizens in Zhou Shan city of Zhejiang province has re- sulted in outcomes that the scale we developed has good reliability, validity and strong operability and it is qualified as an effective measuring tool to assess social management performance of local governments in China.
