摘要
加拿大矿产资源丰富,政府对矿山环境保护十分重视。在加拿大,矿区恢复工作必须贯穿矿山生产的任何一个阶段。采矿计划编制时必须提供可行性研究、环境影响声明和矿山恢复计划三份文件。另外,加拿大还实施环境绩效报告制度。一项以1996～2008年为例的计算表明,加拿大矿产资源开发的环境代价约在矿产品价值的2%以上。加拿大矿山环境保护工作启示我国,应将环境治理理念贯穿整个矿产资源开发过程,并尽快建立矿山环境统计制度和环境代价核算制度,探索市场条件下的矿山环境整治新措施。
Canada is rich in mineral resources. Governments pay more attention to mining environment protection. In Canada, environment restoration work should be run through any stage of mine production. When compiling mining plan, feasibility studies, environmental impact statements and mine recovery plan should be offered at the same time. Besides, Canada implements environmental performance reporting system. A study in 1996--2008 showed that, environmental protection expenditure may accounted for 2 % of mineral production value. Canada＇s experience tells us, the concept of environment protection should be run through any stage of mine production. Also, China should establish mine environmental protection statistical system and environmental costs accounting systems as soon as possible; explore new measures under market conditions to promote mine environmental remediation.
