摘要
目前卫生体制内对于村卫生室及村医职责的要求与其处于体制外的现实之间的矛盾,使得村卫生室及村医从根本上难以实现制度设计方预设的公益性价值取向;而收入补偿机制与投入的不足,以及绩效考核与激励机制的不完善,进一步影响了村卫生室公益性的发挥。为保证村卫生室公益性的实现,一方面应强化政府职责,加强维护公益性的卫生法制建设;另一方面应建立维护公益性的体制机制;此外,还应加强村医岗位培训与继续教育,提高其公益性服务水平。
The contradiction between responsibilities of village doctors and their status out of health management system make it fundamentally difficult to follow the public - welfare value orientation that is preset. Besides, the defect of income com- pensation mechanism, lack of investment, and imperfection of performance appraisal and incentive mechanism increase the diffi- culty further. To attain the public welfare of village clinics, firstly, government responsibility should be strengthened, and the construction of the health law to maintain the public welfare should be accelerated ; secondly, an operating mechanism of public -welfare management system should be established; thirdly, post training and continuing education system should also be en- hanced to improve the level of public - welfare medical and health services.
