摘要
从我国乡村一体化管理的发展历程来看,到目前为止,我国并未实现真正意义上的乡村一体化,仍然是"形式上"的一体化,缺乏内涵建设和内在机制的有机统一。文章从政府购买卫生服务的视角,探索以服务质量为基础,以服务内容为纽带,以"政府购买"、"合同管理"和"绩效支付"为运行机制的乡村一体化管理模式。旨在通过内部考核分配机制的建立,形成乡村两级既分工又合作的利益联合体,从而构建乡村一体化管理新模式。
A real sense of rural integrated management still haven＇t realized now in China,it is still the＂formal＂integration,lack of meaning construction and the internal mechanism of organic unity.From government purchase health service,a new model of rural health integrated management is explored under the consideration of the basis of service quality,service content as a link,operation mechanism established,including government purchase,contract management and performance pay.In this way,through the establishment of internal examination and distribution system,the interest union,in which the rural two-stage is both divisive and cooperative,is formed to construct the new rural management integration.
