Sincethereformandopen -doorpolicywascarriedout,Chinahasbeenimportingcapitalaggres sivelytospurtherapideconomicgrowth.From1979totheendof1998,thegrandtotalofforeign capitalactuallyusedamountedtoUS＄406.9bn,andsince1993,Chinahasbeen,insuccessive6years, thesecondlargestcountry,onlysecondtoAmerica,inthedirectabsorptionofforeigncapital,being NumberOneintheamountofforeigncapitalusedinthedeveloping countries—allthishasfully demonstratedChina’sgreatattractionforforeigncapital. Meanwhile,however,afactthatcanbynomeansbeoverlookediscapturing moreandmoreat tentionoftherelatedscholarsandexperts:whilealargeamountofforeigncapitalhasbeenflowinginto China,aconsiderablequantityofdomesticcapitaloutflowingabroadthroughvariousabnormaltun nels.Therefore,todeeplyexploretheoreticallytheessenceofthisfact,scientificallyestimatethescaleof thisrun -awaycapital,analyzetherelevantchannelsanddissectthecausesandthecausesandthe possibleimpacts,willprovidecorrespondingcounteractingpoliciesandmeasuresforChina’sgovern mentdepartmentsconcerned.Thefollowingarticlewilldiscussthisproblem.
