摘要
城市规划层面的公众参与一直是近几年学界研究的重点。该文从处于城市规划编制和实施两个不同阶段案例的公众参与状态出发,进一步分析了城市规划不同阶段公众参与的深度、参与的主动意识以及参与的渠道,阐述目前我国城市规划公众参与的状态;最后结合目前我国城市规划的发展现状提出应从建立城市规划援助机构、培育市民的参与责任意识、建立公众参与的事后监督制度、建立规划编制阶段公众意见的审核—备案—论证制度等几个层面推进我国的城市规划的公众参与。
The public participation is one of the key points in the research of city planning recently. This paper analyses two cases in urban planning different stages from three standpoints of the depth, the participation, the initiative of the participation as well as the channels of the participation, then illustrates the participation conditions of the urban planning at present, and at last gives some suggestions based on the situation of city planning development to advance the public participation of the urban planning, which helps to set up city planning aid organization, to arouse the sense of public participation duty, to construct the supervising system, to get the feedback mechanism of public.
