摘要
分析了失地农民在政府征地过程中的权益受损状况,论述了政府保护失地农民利益应遵循的原则,提出了保护失地农民权益的政策措施:政府应通过制度设计、执政理念的转变,完善对失地农民的利益补偿、就业安置与社会保障,尊重其政治权利和人格尊严,全方位保护失地农民的权益,使政府行为与农民利益达到共赢。
The rights of peasants were damaged during the land expropriation process,the principles should be adhere to by the government in protecting the rights of land-lost peasants were discussed,the policies and measures to protect the rights of peasants were proposed.The government should design the institution and change the ruling concept to improve the interests of the land-lost peasants,job arrangement and social security and respect their political rights and human dignity,so as to achieve the win-win between government and peasants.
