摘要
目前我国石油产品特别是汽油、柴油和润滑油的质量与发达国家甚至周边国家相比均有很大差距,主要原因:一是炼油装置结构不合理,催化裂化装置能力过大,其它装置不配套,二是没有掌握生产清洁燃料和新一代润滑油基础油的技术。此外,在成本上也缺乏竞争力。为了迎接“入世”后的新挑战,应严格石油产品规格标准,根据实际情况对不同地区作出不同限制,同时,应加快炼油厂的结构调整,加大资金投入,开发生产清洁油品的炼油新技术,重视和创造名牌优势,并加速转变管理体制和运行机制。
A large gap exists between China's oil products, especially gasoline, diesel and lubricants, and those produced by developed nations and some other Asian countries. The main reasons are as follows: the structure of refinery installation is irrational with a surplus of catalytic cracking and shortage of other sets; the new technology for producing clean fuels and upgraded lubricants is not possessed; oil products are not competitive in terms of cost. To meet the challenges China's refineries will face after WTO entry, specifications and standardization should be tightened, and specific limitations should be determined by region in accordance with local conditions. The structural adjustment of refineries should be sped up, capital input should be strengthened, new technology for producing clean fuels should be developed, brand recognition should be promoted, and management and operations systems should be transformed as quickly as possible.
