摘要
首先确定了环境影响评价中费用效益分析的理论基础 ,即寻求项目的污染物社会最优排放水平 ;在此基础上 ,论述了费用效益分析的基本概念与步骤 。
This paper highlights the theory relating to seeking for the social optimum pollutant discharging level, on which cost benefit analysis of EIA would be made. Concept and procedure of cost benefit analysis are discussed with emphasis on six fundamental methods involved in evaluation technology.
