摘要
非基本医疗服务是指以特定人群为服务对象的 ,相对于基本医疗服务而言的医疗服务。非基本医疗服务只具有经济学上的意义 ,且具有层次性、发展性和地区性 3个主要特点。发展非基本医疗服务是卫生改革的重要内容之一 ,有利于医疗卫生资源的合理配置和利用 ,满足人民群众多层次、多样性的医疗服务需求 ,提高健康水平 ,保证职工医疗保险制度的平稳运行等。发展非基本医疗服务应当把握以下原则 :适应需求的原则 ;因地制宜的原则 ;规划优先的原则 ;立足存量的原则。要科学界定非基本医疗服务范围 。
Nonbasic medical services refer to medical services which, unlike basic medical services, are offered to special groups of people. Such services, defined economically only, are chiefly characterized by multiplicity of levels, capacity for development and provincialism. Developing nonbasic medical services constitutes an important part of the health reform. It is contributive to rationally allocating and utilizing health resources, meeting the needs of the masses of people for various medical services, enhancing peoples health conditions, and ensuring the steady development of the medical insurance system for workers and staff members. In developing nonbasic medical services, we should adhere to the principles of fitting in with the needs of the society, adopting measures suiting local conditions, giving priority to planning and basing ourselves on existent health resources. It is imperative to scientifically define the scope of nonbasic medical services and establish and perfect policies safeguarding such services.
