摘要
论述了创新意识和创新能力的培养是研究生基本素质的培养，是２１世纪知识经济时代的需要，是建设国家创新体系的需要。指出立足国内培养具有创新意识和创新能力高层次专门人才必须进行培养模式、制度的改革。
The development of postgraduates' innovation consciousness and ability is the training of postgraduates' basic quality, the need of meeting 21st centuray's knowledge economy era and the need of establishing a state innovation system, are disussed. It argues that training pattern and system must be reformed in order to develop high-level special talents domestically.
