摘要
获取政府信息权是政府信息公开制度的法律基础。人民主权理论、知情权理论和表达自由理论,为获取政府信息权提供了合理性基础。政府信息公开制度具有促进民主、宪政和保障个人自由的价值。
The right access to governmental information is the legal basis of government information transparency system. The theory of People＇s sovereignty, the theory of the right to know and the theory of freedom of expression are the reasonable basis of the right access to governmental information. Government information transparency system plays the role of promoting the democracy and the constitutionalism,and securing individual freedom.
