摘要
保险消费者权益保护是一个重要议题。本文分析了中国保险消费者权益侵害的现状和原因,讨论了当前中国保险消费者权益保护的机制框架,介绍了近年金融保险消费者权益保护领域的国际和地区经验,并对下一步中国保险消费者权益保护工作提出建议。研究表明,中国保险消费者权益侵害问题十分严重,原因涉及供给方、需求方和监管方;已有机制框架对保险消费者权益保护起到了积极的作用,但仍需大力改革和完善;二十国集团等国际组织和若干典型国家地区在金融保险消费者权益保护方面的做法和经验,值得中国保险业借鉴。基于中国现状和国际经验,本文提出了关于中国保险消费者权益保护的若干基本理念和政策建议。
Insurance consumer protection is a key issue. This paper analyzed the status quo and reasons for the in- fringement upon the rights and interests of Chinese insurance consumers, discussed the current framework of insur- ance consumer protection mechanism, introduced the international and regional experiences for reference, and pro- posed some thoughts for the future insurance consumer protection in China. The major conclusions of the research were : the fights and interests of Chinese insurance consumers were seriously infringed, and the reasons for this phe- nomenon were many-sided, owing to the supplier, the purchaser and the regulatory authorities;The current frame- work played a positive role to insurance consumer protection, but still needed further reform and improvement;The practice and experience of international organizations such as G20 and several countries and regions in the field of financial and insurance consumer protection was worth learning by China's insurance industry. Based on China's sit- uation and international experience, the paper proposed several concepts and policy suggestions for the future insur- ance consumer protection in China.
