摘要
通过对宁波市基本药物试点县(市、区)的基层医疗机构、配送企业、药品零售企业的实地调研,对医务人员、药品经营人员和基层患者进行访谈对话和问卷调查,运用定量分析、定性访谈、实证方法 ,分析试点区域内基本药物制度实施后基层医疗机构、配送流通企业的经营情况,提出增补符合本地实际情况的药品进入基本药物目录探索多渠道补助办法,完善基层医疗机构绩效考核机制,规范流通秩序,加强医保政策联动和尝试非政府主办医疗机构实施基本药物试点等对策建议。
This study used a field research of basic medical institutions,distribution companies and drug retailers on the national essential medicines of Ningbo pilot counties（cities）.We interviewed medical staffs,medicines managers and primary patients and made a questionnaire investigation.We used the quantitative analysis,qualitative interviews and empirical methods to analyze the operating conditions of the basic medical institutions and enterprises of supply and circulation after implementing the essential medicines system in pilot areas.We propose to add drugs according with local realities into the essential medicine list,explore the multi-channels assistance,improve grass-roots health care sector performance appraisal system,regulate circulation order,strengthen health insurance policies linkage and try to implement the pilot of essential medicines and other countermeasures.
