摘要
“首要标准”，是科学发展观在监狱工作中的重要体现。开展老年犯康复性劳动，必须服务于“首要标准”，以促进其由经济型向改造型转变，从根本上提高教育改造老年犯的质量。开展老年犯康复性劳动必须坚持“自愿与激励相结合”、“身心健康”和“报酬适当”的原则，在监狱体制改革的背景下，应当回归改造老年犯的本义，充分发挥矫治老年犯的功能和作用。
＂The primary criterion＂ is an important embodiment of scientific development view applying to prison work. Under the guidance of ＂the primary criterion＂, elderly prisoners＂ rehabilitation labor experiences a transformation from economic type to reformed type in improving the quality of educating and reforming the elderly prisoners. Elderly prisoners＂ rehabilitation labor should follow the following principles, namely combination of being voluntary and encouraged, sound in body and mind, and adequate payment. With the reform of prisotl system, it goes back to the primary meaning of reforming the elderly prisoners and makes fuji use of their functions.
