摘要
从教育自身的价值需要及教育发展的内在逻辑来看,教育均衡发展在实践目标上不能为均衡而均衡,需要从"教育均衡的发展"转向"教育的均衡式发展";在实践战略上需要宏观统筹和顶层设计,改"以县为主"的"自下而上"为"上下结合";在实施举措上,需要由注入式推进转向内生式发展;在实施评价上,需要关注内涵评价、过程评价和人的发展评价。
From a perspective of educational values and logic, the practical objectives of Educational Balancing Development （EBD） should focus on not only ＂the balancing of education＂ but also ＂the balancing of educational development＂; the practical strategies of ＂EBD＂ should attach importance to macro-plan, top-lever design and transform from ＂from bottom to top＂ into ＂the combination of the bottom and the top＂; the initiatives of ＂EBD＂ should change from injected development to endogenetic development; and the evaluation of ＂EBD＂ should focus on ＂intension＂, ＂process＂, and the development of persons.
