摘要
义务教育均衡发展,是指义务教育的平衡发展,具体是指我国不同地区之间、同一地区不同学校之间、同一学校不同群体之间的义务教育均衡发展。它的主要特性包括:强制性、公平性和补偿性。义务教育由非均衡向均衡的发展转变,本质上体现了实现教育平等、促进社会公平和正义以及以科学发展观为指导的和谐社会之价值诉求。我们应摈弃义务教育均衡发展的认识误区,保持理性限度看待它的发展。
Balanced education of oompulsory education conclude those of different areas, different schools of the same area and different groups of the same school in our country. Force, fairness and oompensaticsa are the main characteristics. The transformaticsa of oompulsory education from unbalanced development to balanced development, will essentially give expression to the realization of eduecational equality, the impulse to social fairness and the value pursuit to harmonious society of scientific development. We should give up wrong ideas about balanced education of oompulsory education, within rational limits.
