摘要
通过思辨方法研究表明,人才生产力提高需要发挥市场机制和党政机制的共同作用。市场与政府在人才资源配置中具有明确的职责边界。人才的开发、配置和使用需要在市场机制基础性作用下,发挥党和政府在人才战略规划、发展方向、政策激励、环境建设和法律保障等方面发挥主导作用。
Talent resource is the backbone of the society.By means of speculative research,the findings show that the increase of talent productivity needs play the joint action of the market mechanism with the party supervision over the talented people.The market and the government own themselves definite responsibility boundary in the allocation of talent resource.The party and the government play a leading role in the talent strategy planning,developing direction,policy encouragement,environmental construction and legal safeguard and etc in the fields of talent development,configuration and use based on the fundamental function of the market mechanism.
