摘要
追求公平是新农合制度建设的基本动力和价值取向。虽然新农合对提高整个社会医疗卫生服务的利用率和公平性、扭转因制度空缺导致的农村居民"看病难、看病贵"、"因病致贫、因病返贫"等问题发挥了重要作用,但以更广阔的视域审视其公平性,还有诸多缺失和不足。在外在公平性方面,与发达国家及一些发展中国家相近发展阶段的农村人口社会医疗保障水平差距巨大,也与当前国内城镇居民医疗保障水平有较大差距。在内在公平性方面,存在诸如农村流动人口获得医保的公平性、缴费的公平性和补偿方案的公平性等问题。
Pursuit of fairness is the basic power and value orientation of the new rural cooperative medical system. New rural cooperative medical system has played an important role. It raises the utilization and fairness of the whole social medical and health services. It solves the problem of ＂difficulties in getting doctors and expensive＂ and ＂poverty caused by catastrophic disease＂ due to system vacancy. However, with a wider horizon to examine its fairness, there are still many missing and inadequate. In external fairness, compared with the performance of the developed countries and some developing countries in similar stages, there is a big gap in the level of social health insurance. Compared with the current domestic urban residents, there is a!so a big gap .In intrinsic fairness, there are problems, such as rural migrants to obtain equity in health care, payment, the compensation package and so on.
