摘要
新型农村合作医疗制度是一项旨在促进社会公平、协调发展的战略性政策,对于缩小城乡差距、扭转不平衡的社会发展结构、构建和谐社会和实现五个统筹发展具有深远的意义。但是,这项惠及七亿六千万农村人口的政策,仍存在一些制度设计上的缺陷和面临许多挑战,如果不注意到这些问题以及存在的某些负面激励,将可能降低这项制度的保障效力或者导致政策目标的偏离,影响新型农村合作医疗制度的健康运行和可持续发展。
The new rural cooperative medical system is a strategic policy initiated by the central government to promote social equity and balanced development. This policy will surely help to narrow urban and rural development gap, optimize social and economic development and establish a harmonious society when fully imp populations stil emented. However, this policy which projects to bring well-being to 760 million rural carries some institutional weakness and faces various challenges. If these kinds of problems or negative incentives were not appropriately addressed, the policy effectiveness may be debased or the policy objectives may be deviated, and eventually will injure the healthy operation and its sustainable development.
