摘要
从现实需要和理论计算两个角度阐述了建立高速公路紧急救援系统的必要性；对紧急救援系统的宏观结构、所需资源进行了描述。以沪宁高速公路（ 上海段） 紧急救援系统为例，对该系统的主要功能特点进行了介绍。
Urban transportation jam has been one of the main problems that obstale a city's development for a long time.The practice testified that it could not get a satisfactory result only depending on increasing road construction,developing public transportation first and implementing traffic control.So a great deal of countries and regions are seeking new traffic demand management ways,and road jam charge is a very important measure.The article introduces the theory and technology of ERP,analyses the possibility of implementing the Electronic Road Charge System in Shanghai and discusses the huge benefit if the ERP is carried out in Shanghai.
