摘要
科研事业单位作为承担科研项目的中坚力量,伴随内外部环境的变化,已经处在多项目环境之中。首先阐述了多项目管理的概念及应用情况,然后站在科研事业单位的角度,对多项目环境下科研项目管理过程中面临的核心能力塑造、资源分配、管理模式和管理效率等方面的问题进行了详细分析;最后,针对问题提出了科研事业建立多项目管理组织机构、运用关键链多项目管理方法、建立科研项目分级分类管理模式、运用信息手段进行项目过程控制和提高多任务处理能力等新的管理思路和方法。
With the changes of the internal and external environment, Public Institution of Scientific Research which plays an important role in scientific research has already been put into muhi - project settings. This article first elaborated the concepts and applications of multi - project management, then analyzed the problems in detail which include core competence shaping, resource allocation, management mode and management efficiency from the perspective of Public Institution of Scientific Research. Finally an explorative approach was adopted to solve the problems addressed previously, which consists of four parts. In sequence, these four parts were ： （ 1 ） establishing multi - project management organization ; （2） using the method of critical chain project management ; （ 3 ） introducing the classification method and information technolo- gy; （4） improving the processing capacity of multi - task.
