摘要
政府与社会的协同治理成为当今社会发展的潮流。政府与社会良好的协同治理离不开作为两者联接点的社区,更离不开社区管理体制的制度选择。汪清"1+8"社会管理模式便是对县级城市社区管理体制的一次有益探索。社会需求诱导和政府供给主导两方面的结合,促使了汪清模式的产生。它以其独特的组织结构、人财使用、职能权限、管理方式和支持系统体现着政府与社会的协同治理。这一新型社会治理模式的合法性、实效性、时效性和普适性成为我们对其评价与审视的重要维度。
Coordinated management by both government and society nowadays becomes a trend in social development.A good management depends highly on the community which connects both the government and the society together,and the institution choice for community management system.The '1+8' social management mode in Wangqing County turned out to be an excellent exploration for county management system.The combination of society induced demand and the government-supply-oriented contribute to the emergence of Wangqing mode.This mode best illustrated the coordinated management by government and society in the way of its special organizational structure,the use of people and money,responsibility and requirements,management approach,and supporting system.The legitimacy,effectiveness,time-validity,and universality become important criteria to evaluate this new society management mode.
