摘要
论文旨在通过调查分析湖北省在建和已建成的四个土地整理项目,审视我国农村土地整理规划实施中存在的问题,提出相应的对策。研究发现当前农村土地整理中存在规划设计不合理;公众参与少;权属纠纷多;各单位之间缺乏协调性。论文提出土地整理规划要因地制宜,在规划过程中重视公众参与,对规划方案应实行专家负责制以及土地管理部门应做好规划设计变更工作。
The purpose of the research is to analyze four land consolidation projects by investigating,which are being constructed or have been constructed,to find problems in the planning implementation of land consolidation,to propose some countermeasures.It is found in the research that there are some problems in planning implementation of land consolidation,for example,planning deviating from practice,less participation of peasants,entanglements of property rights,mismatches among some people who work for land consolidation projects.Aiming at these problems in planning implementation of land consolidation,this paper puts forward some countermeasures,such as adjusting planning to local conditions,encouraging farmers to participate in land planning,adopting expert responsibility system,and making the change of planning in time by land administrator.
