摘要
土地是农村经济发展的重要生产资料,土地养老仍然是农村养老保障的重要形式。随着经济发展,土地养老的功能正在逐步弱化,究其原因在于农业收入降低和养老费用增加两方面。尽管土地养老功能在弱化,但在今后的一段时间仍然发挥着重要作用,可以通过发展农村经济、改变土地利用方式、完善土地流转制度等措施提高土地养老的支持力度,同时也应注重完善农村社会保障制度,以保障农民老有所养。
Land is the important productive materials in the rural economic development.Land pension is still the important form of the social security.With the economic development,the function of the land pension is gradually reducing.The reasons are the decrease of agriculture income and the increase of pension cost.In spite of the weakening of land pension,land pension is still the important form of the social security in the period.We can take measures to increase support efforts of land pension,such as developing the rural economy,changing the way of the land use,improving land consistently system and so on.In addition,we should pay attention to improve the social security system in order to provide the elderly with a sense of security.
