摘要
建设开放大学是《国家教育改革和发展规划纲要》规定的战略任务,大学后教育是经济社会发展的必然要求,也是人们生活方式发生变化对教育的需求;国家在法制建设、政策保障、经费投入上对开放大学建设应给予支持;建设一支高水平的师资队伍,形成一批有特色的精品课程和专业,是开放大学建设中的重要任务;办好开放大学,在专业设置上要有所为,有所不为;要树立开放、质量、服务的办学理念;通过构建开放大学联盟以形成新的办学体系,开放大学在实行现代大学制度、去行政化上要有所建树。同时,准确解读《纲要》是创建开放大学的思想基础,而明确责任和任务,是减少创建工作的盲目性的必要前提。
Constructing the Open University in China is a strategic task of National education reform and development of long-term planning programs.Educating after the college is inevitable demands of the economic society development and the education requirements in the change of the life style.The nation should support constructing the Open University at the legal system construction,the policy guarantee and the funds.It is the important task to construct the Open University that we should build high level faculties and form a lot of exquisite courses and specialty that is distinctive features.To be good to build the Open University,we must attaches great importance to the professional settings,in other words we should aware that what things should be done or not.,and we should establish the open,quality and service administration philosophy.We should try to build some league at the Open University in China,so that a new educational system would be formed.It should be contributed to the development of the Open University that we will form modern university system and divorce from administration.At the same time,it is ideological basis to t constructing the Open University that we should acquire a better understanding from National education reform and development of long-term planning programs and it is important premise to reduce the blindness of constructing the Open University that we will definitude responsibilities and obligations.
