摘要
对当前的土地开发整理项目的监管制度进行剖析,并结合具体的工作实际,找出其存在的缺陷,为建立更加科学、高效的监管制度提供理论依据。采用文献研究、对比分析、实例分析等研究方法。认为监管工作对于土地开发整理项目的健康运行至关重要,要根据10多年来土地开发整理的实践,同时参考农业技术较为先进的国家的具体做法,制定出一套科学、完整切实可行的监管制度体系,并在实践中加以应用,才能实现土地开发整理项目的预期目标。
The main purpose of the paper is to provide theoretical foundation of building a scientific and efficient supervision system based on the present institution of the projects and the defects from work.The methods include document research,contrastive analysis,case study.The conclusion is that the supervision system of land development and consolidation projects is very important.To achieve the expected goal of the projects,China should refer to the practice which has been running for over ten years and the specific practice of the countries where are advanced in agriculture,so as to form a scientific,integral and feasible supervisionsystem.
