摘要
发展低碳经济是应对全球气候变化的根本途径,也是国内实现科学发展、可持续发展的需要。我国是以煤为主的"高碳"能源结构,发展低碳经济有一定的阻碍,体现在对能源禀赋、传统技术、经济制度、产业结构等方面的路径依赖上。这就需要通过改革原有的制度安排,推动技术创新、建立碳交易市场等措施,促进我国低碳经济的发展。
Developing low-carbon economy is the requirement of realizing scientific and sustainable development as well as the fundamental approach to cope with global climate change.＂High carbon＂ energy structure coal-based in China makes certain obstacles in developing low-carbon economy,which is reflected on path dependence in such aspects as the energy endowment,traditional technology,economic system,industrial structure,etc.This situation calls for such measures as reforming the original system arrangement,improving technical innovation and establishing carbon-trading market,so as to promote the development of China＇s low-carbon economy.
