摘要
开放大学是我国高等教育事业发展的新生事物。开放大学组建具有必然性,是我国经济社会发展到一定阶段的必然产物。开放大学的组建与发展的根本功能就是始终服务于我国全民学习、终身学习的学习型社会的建设。为了推进这一办学形式的更好发展,有必要系统地研究其组建背景、办学性质和组建策略。
Open University is a new thing of higher education development.The establishment of Open University.has its inevitability.The ultimate function of Open University serves construction of learning society.For advancing Open University development,it is necessity to study foundations and strategies.
