摘要
通过对西部农业特殊环境的系统分析,详尽解读了西部农业现代化发展中进行规模化经营的必要性,在此基础上剖析了制约西部农业规模化经营的农地制度束缚,提出了能够使西部农民主动进行土地流转集中的"三权分离"式的土地产权制度改革构想。
Through the systematic analysis on the special agricultural environment in Western China,the necessity of scale management in the development of western agricultural modernization was explained,based on which the obstacles restricting the agricultural scale management were exposed,and the reform concept of the land property system of ＂Separation of three rights＂ was put forward,which could arouse the initiatives of western farmers in land transfer.
