摘要
基层综合应急救援体系建设对实现服务型政府的内在价值具有重要意义,地方跨部门协同能力在服务型政府建设的政策执行中发挥着重要的作用,甚至直接影响政策实施的成败。本文通过对云南省文山州消防部队的调查研究,从协同政府的理论视野出发,探讨了文山州消防支队跨部门协同的战略设计及网络架构。总结分析文山州跨部门协同的有效机制对我国应急救援体系建设具有普遍的借鉴意义。
The Construction of comprehensive emergency rescue system at local level has great importance to Service-oriented Reform.The emergency rescue plan made by Central Government faces many difficulties due to highly dispersed and fragmented public security recourses in different sectors.In this article,we conducted 20 in-depth interviews in 10 local fire brigades in Wenshan,which represents poverty area in Western China.We believe the experiences of the emergency system developed in Wenshan is a good example for cross-agency collaboration in China,and its strategy design and framework construction have practical meanings for the policy implementation in Public Service Reform.
