摘要
作为西部牧区草地保护建设的微观主体,牧户是草地保护建设的真正实施者,在草地保护建设中发挥着重要的作用。如何充分发挥牧户草地保护建设的主动性和自觉性,是草地保护建设战略目标实现的关键所在。然而,草地资源作为准公共物品,具有强烈的正外部性。正确认识牧户草地保护建设的外部性,进而采取相应的内部化措施,将有利于提高牧户草地保护建设积极性。在论述西部牧区牧户草地保护建设外部性表现的基础上,从四个方面剖析外部性的基本特征,并探讨外部性产生的主要原因,进而有针对性地提出外部性内部化的途径,以期调动牧户草地保护建设的积极性、推动草地保护建设战略目标的实现。
As the microcosmic subject of the grassland resources＇ protection and construction in pastoral areas in western China,herdsmen who were real perpetrators played an important role.How to improve herdsmen＇ initiative and consciousness to grassland resources＇ protection and construction had become the key of achieving strategic goal of the grassland resources＇ protection and construction.However,grassland was Quasi public goods,which had the positive externality.The herdsmen＇ enthusiasm in grassland protection and construction was increased after the externalities for herdsman was correctly understood and internalized.Based on the externalities representation of the grassland protection and construction in pastoral areas of western China,the primary characteristics were analyzed from four aspects and main reasons of the externalities were discussed.Then the approaches that turn externalities into internalities were put forward,which mobilize the herdsmen＇ enthusiasm in grassland protection and construction,and propel to achieve the strategic goal of the grassland protection and construction.
