摘要
文章以世界主要国家和地区的社会保障政策、法规、文件为研究样本,通过统计分析揭示了社会保障政策从被动到积极、从单一到全面的演化规律以及其在发展过程中表现的高度的经济适应性、针对性、阶段性、连续性等特征。认识这些演变特征对我国社会保障政策的制定具有一定的借鉴意义。最后,文章还对老龄化、失业与就业政策、社会保障政策调整与评价、对弱势群体的保障等社会保障政策的前沿问题进行了探索。
Taking the social security policies,laws and regulations formulated and implemented by the main countries in the world as research sample,through the statistical analysis method,the evolution rules of social security policies are revealed,i.e.social security policies have evolved from passive to positive and from solely to comprehensively.The developing process of social security policies have reflected its economical compatibility,pertinence,stages and continuity.Understanding these evolution characteristics has certain enlightenments to Chinese social security policy-making.Finally,the leading edge of social security policy has been explored in the paper.
