摘要
使用住房公积金余额投资建设保障性住房,可以有效缓解我国保障房建设资金压力,增加住房公积金增值收益,达到共赢的结果。但是,在资金使用过程中,可能会发生各种风险,影响制度的运行。文章分析了在制度运行的各阶段可能出现的风险,并针对性地提出了控制措施,可以有效降低住房公积金资金风险,保证利用住房公积金余额建设保障性住房制度的顺利运行。
Using idle funds of Housing Accumulation Fund to construct affordable housing, can alleviate the fund pressure on affordable housing construction effectively, as well as increase incremental benefit of Housing Accumulation Fund, finally, achi,eve win-win result. However, in the process of using Housing Fund, it is possible that various kinds of risk may occur and affect the system operation. This article ana- lyzes the risks that may appear in every phase, and puts forward the rational methods. Such proposals can reduce capital risk of Housing Accumulation Fund effectively, guarantee the system of using the idle funds to construct affordable housing to run smoothly.
