重构后冷战时期的跨大西洋关系:理想与现实 被引量：5

摘要 冷战时期以北约为支柱的大西洋联盟构成了美欧关系的基础,但由于双方权力的不对称,美欧联盟关系带有从属性质。冷战结束和欧盟崛起对传统的美欧关系格局带来了强烈冲击,重构后冷战时期的跨大西洋关系成为美欧双方的共同议程。美欧在跨大西洋关系重构问题上的互动和博弈表明,由于双方之间存在着利益和目标上的深刻分歧,短期内并不具备形成一种新的全面和机制化的大西洋伙伴关系的现实基础。今后美欧虽有可能在渐进的演变中形成某种局部性的伙伴关系,但最终结果将很大程度上取决于美欧双方适应新的形势变化的能力。
