摘要
技术知识属于准公共产品,具有正外部性。技术知识供给中可能出现市场失灵,不利于有效供给。政府公共服务的目标在于克服市场失灵,同时应当避免政府失灵。政府在技术知识供给中应当以建立和完善知识产权制度为基础,注重加强政府投资项目的知识产权评价,由政府对技术知识实施金融支持和税收优惠,建立知识产权信息公共服务机制和预警应急机制,从而促进技术知识的有效供给。
Technology knowledge is quasi-public product, and has positive externality. There exist both market and government failures, which lead to insufficient provision of technology knowledge and should be overcome by the service provided by government. The government should avoid both market and government failures at the same time. Public service should be based on the establishment and improvement of intellectual property system, and it should emphasize the intellectual property value in the government supporting program, the financial and tax privilege of technology commercialization, the intellectual property information public service and alarm and emergency regime of intellectual property, so as to provide technology knowledge efficiently.
