摘要
基于我国在世界五大专利局双向专利申请中存在巨大的数字逆差的残酷现实,从产权制度历史、产权制度意识以及现实生产力差距的多维角度分析其成因,并站在国家经济安全的高度,从构建企业和国家核心竞争力的角度出发,提出国家资助国外专利申请政策的设想,为规避目标扭曲,特别强调战略目标的统领、资金循环使用、基于信息分析基础上的对象选择、严密的审查和动态监控与回访机制。
This article is based on the cruel reality of China＇ s huge digital enormous deficit on the two -way patent applications in the world＇ s top five Patent Offices, from the history of property rights system, awareness of property rights system, as well as the multi - di- mensional analysis of the productivity gap between the reality of its causes, and take view from a high degree of national economic security, the point of view of the national mad enterprise core competitiveness construction, it proposed the idea of a state - funded foreign patent applications policy, in order to circumvent the objectives distortions, with particular emphasis on the guide of strategic objectives, capital recycling, objective chosen based on the information analysis, closely scrutinized and dynamic monitoring and return mechanism.
