摘要
大学社会捐赠运行体系对于大学获得办学经费具有关键作用。我国大学社会捐赠现有运行体系具有政府主导、信息单向流动、外部监督缺失等特征,因而存在非政府机构缺位等缺陷。未来大学社会捐赠运行体系应以社会组织主导为特征,由运作系统、政策支持系统、评价监督系统构成。为建立和完善该运行体系,需要引入非政府机构,发挥中介作用;制定募捐策略,发挥大学能动性;调整政府角色,营造有利环境;引入评价监督机构,健全监督机制。
Operation system of social donations to universities plays a key role for universities to obtain the running funds.The current operation system has features of government domination,one-way flow of information and lack of external supervision,which results in the vacancy of NGOs.The future operation system,consisting of management system,policy support system and supervision system,should be characterized by social organization domination.To establish and perfect such an operation system,NGOs with the function of mediator need to be introduced,donation strategies are made to stimulate the initiative of universities,government needs to change its role to create a favorable environment,and evaluation and supervision organizations are needed to establish a sound supervision system.
