摘要
针对镇江市长江岸线利用效率低、工业企业货主贴岸布局、临水型装备制造业占用岸线长,饮用水源取水口布局过多,保护岸线被占用以及深水浅用现象突出等问题,提出以下相应调整思路:对于贴岸布局的有港口码头的工业企业建议其将码头改造成公用码头;对于贴岸布局的不需要港口码头的工业企业建议其逐步后退,让出岸线;对于临水型装备制造业通过设立岸线准入门槛和标准进行限制;对于饮用水源保护岸线被占用,建议逐步搬迁占用岸线单位;对于深水浅用岸线,建议改造提升码头等级.
There are following problems in the course of utilizing waterfront of the Yangtze River in Zhenjiang：（1） the utilization efficiency is low,（2） the layout of industrial enterprises is close to banks,（3） equipment manufacturing enterprises nearby occupy too long waterfront,（4） the area which is used to protect the mouth of getting potable water is occupied by other use due to a number of the mouths,and（5） the waterfront with deep depth is occupied by the use types requiring only shallow depth.To solve these problems,this paper correspondingly puts forward the thoughts on the adjustment as follows：（1） to change the docks of the industrial enterprises which are located along waterfront into public docks,（2） to persuade the industrial enterprises that are not equipped with docks to move back to concede the waterfront,（3） to set up the access threshold and standards to restrict the equipment manufacturing enterprises that must be arranged near water;（4） to cancel some small-scaled mouths of getting potable water and remove the enterprises occupying the area which is used to protect the mouth of getting potable water,and（5） to transform and upgrade the grade of small-scaled docks distributed in the deep depth.
