摘要
通过对公共科技服务的组织、计划、管理的体制和机制进行国内外比较,对我国创新公共科技服务体系的必要性及公共科技服务体系的发展趋势进行分析,认为政府作为提供公共科技服务的主体地位将进一步加强的同时政府、市场、第三部门多元主体互动供给的互补机制将更有利于形成"需求导向、市场取向、协调推进、透明开放"的局面,提高公共财政支出的效率和公共科技服务的水平。
By comparing the organiztion, planning and management system and mechanism of public science and tech- nology service in China and abroad, the necessity of public science and technology service system innovation in China and the developing trend of it are analized. Then it is suggested that the govenment, as the dominant player of public science and technology service, should improve its function further, and at the same time, the government, the market and the third department should establish a multi-player interactive complementary mechanism, which will be helpful to create a demand-oriented, market-directed, co-ordinated and opened environment and enhance the efficiency of public expenditure and the level of public science and technology service.
